I just heard back from the Regional Coordinator at USA Cycling that my Category 1 upgrade has been approved! Cat 1 is the highest level of amateur cycling; next step is Pro!
I received the email containing the good news while sitting here in my cube, and broke out into an office dance while my co-workers looked on in amazement (I think they were jealous).
